Study on National Industrial Strategies and Policies in EDA participating Member States relevant for the European Defence Industrial Base

This seven-month project for EDA resulted in a thorough comparative analysis of the defence industrial policy across 26 EU States, with a particular focus on the Czech Republic, France, Germany, Greece, Italy, the Netherlands, Poland, Spain, and Sweden. Among the project’s activities, there has been an international workshop at EDA’s headquarter in Brussel which involved military and industrial actors.
IAI lead the research team composed by the Institut de Relations Internationales et Stratégiques (IRIS), the Stockholm International Peace Research Institute (SIPRI) and 10 experts affiliated to major European think tanks, such as the German Council on Foreign Relations, the Real Istituto Elcano and the Polish Institute of International Affairs.
The study included three main sections. The first one is a synthesis of the relevant convergences and divergences across member states participating to EDA. The second section is a collection of 26 national country cards (one per member state) which serves as a comparative outlook over a variety of aspects relating to defence industrial policy. The third and last one is a series of nine national case studies that further examine those member States having the biggest defence industries in order to better display their complex defence technological industrial bases (DTIB). The results were discussed in Brussel in June 2022 and collected in a confidential publication for the EDA.
