The Multiannual Financial Framework 2028-2034: Priorities for the European Union and Italy

The project (September 2025-December 2026) examines the negotiations for the upcoming Multiannual Financial Framework (MFF) and their implications for the European political landscape, with particular attention to the role of national promotional institutions, development finance institutions, and Italy’s priorities. The research is structured along two main strands: an intra-EU dimension and an external action dimension.
The first strand – focused on cohesion and competitiveness – explores how to strengthen the EU’s internal capacities to respond effectively to global challenges, while maintaining a balance between social cohesion, economic growth and sustainability. The second strand, on external action, addresses the EU’s global role and its ability to promote stability and sustainable development beyond its borders.
The project will produce two research papers and five sectoral policy briefs covering different components of the new MFF proposal (internal dimension and competitiveness; external dimension and development finance; simplification of MFF governance; defence investments; support for Ukraine). The IAI will present the research findings at a final public conference in the first half of 2026.
