Earth Observation for Defence Users in Europe: National Priorities, Governance Trade-offs and ESA Role
Commissioned by the European Space Agency (ESA), this project examines how defence requirements are shaping the demand for Earth Observation (EO) data and services in Europe – a sector of growing strategic importance for both civil and military stakeholders. The IAI study analyses the approaches taken by France, Germany, Italy and the United Kingdom, exploring how military requirements and political priorities influence their participation in European initiatives. The objective is to provide an independent perspective on how to address this demand through European programmes and governance frameworks. As part of the project (April 2026-February 2027), the IAI will host a closed-door workshop in November 2026 to foster dialogue among national authorities, the ESA, and EU institutions.
