Biography

He graduated from the University of Genoa in History and taught in the Faculty of Political Sciences at LUISS University in Rome until 1992, focusing on the history of the defence industry. Since 1984, he has studied and provided consulting services in the field of the Italian aerospace, security and defence industry not only to public agencies and research institutions, but also to companies and industrial associations.
From 1992 to May 2018 he was a consultant to the Italian Prime Minister at the Office of the Military Advisor for activities pertaining to defence. From 1995 to 2015, he was Head of the Security and Defence Programme at the Istituto Affari Internazionali (IAI). From 2016 to March 2019 he was Scientific Advisor at IAI and from 2001 to 2019 he was member of the IAI Board of Directors. Since March 2019 he is Vicepresident of the Institute.
From 2011 to 2017 he was advisor concerning defence market to the General Secretariat of Defence/National Directorate of Armaments for international agreements of the Italian Ministry of Defence. From 2014 to May 2018 he was advisor for European affairs of the Ministry of Defence and from June 2020 to November 2022 he resumed the same role.
He was a contributor to the Italian newspapers Il Sole 24 Ore (from 1991 to 2009) and Corriere della Sera (from 2010 to 2014). He is currently contributing to several magazines such as Airpress, Formiche.net and AffarInternazionali.
