It’s not just the crisis. The European Union has structural problems that go beyond the current situation. An alarm was sounded on March 18, during the presentation of the 2012 Global Outlook report at the Istituto Affari Internazionali (IAI) at Palazzo Rondinini in Rome. From the absence of a clear industrial policy, to the scarce investments in research and the sluggish decision-making process, the reasons for pessimism regarding the future are many. Something has to be done, and soon, replacing the so-called “Six Pack” policy with a new wave of investments.

Though marked by doubts and uncertainties, EU member states and especially Eurozone countries, which, in this case, appear willing to sacrifice some elements of their sovereignty, view the granting of greater powers to the European Central Bank (ECB) in a positive light.

He has held various academic positions in Italian and foreign universities, including at the University of Rome, College of Europe (Bruges and Warsaw), Université Libre de Bruxelles, University of Urbino, Universidad de la Plata, Chulalongkorn University and University of Tokyo.
He has published widely in international academic journals and is the author and editor of several books.

Biography

Lorenzo Bini Smaghi has a PhD in Economics from the University of Chicago. From June 2005 to November 2011 he was a member of the Executive Committee of the European Central Bank. Before that, he served as Director General of the Directorate of International Financial Relations of Italy’s Ministry of Economy and Finance (1998-2005), head of the Analysis and Planning Division of the European Monetary Institute in Frankfurt (1988), head of the Exchange Rate and International Trade Division of the Research Department of the Bank of Italy (1988-1994). He is currently Chairman of Snam S.p.A. and Visiting Scholar at Harvard’s Weatherhead Center for International Affairs.
