IAI has been closely monitoring developments in the defence sector in Europe throughout 2025, in light of Russia’s ongoing invasion of Ukraine and the changes introduced by the Trump administration to the United States’ approach to transatlantic relations.
In this context, the European Commission's decisions to activate the Stability and Growth Pact’s national escape clause for four years, with respect to the partial exemption of military spending, and to launch a 150 billion euro loan programme for investments in this sector, represent significant novelties. Meanwhile, negotiations on the next Multiannual Financial Framework for 2028-2035 appear to be moving towards EU defense and space direct funding exceeding 130 billion euros over seven years. This has important implications for the Italian armed forces and the related industries.
The Institute’s research team has elaborate a series of articles on this topic for the IAI’s online magazine, AffarInternazionali, to promptly engage with the public debate in Italy. These articles presented food for thought that was then discussed in the roundtable on 5 June 2025, or did benefit from the debate which took place in that roundtable.
