This paper outlines potential EU-Africa relations through two contrasting scenarios set in 2035. Climate policies directly affect a wide range of issues from livelihoods to resource governance. Unilateral EU climate choices today could trigger two contrasting outcomes: either economic collapse and political rupture in Africa, or catalyse meaningful, albeit imperfect, partnership between the two continents.
