The Ukraine conflict and EU policy in the Southern Caucasus

As a fragile truce seems to hold in eastern Ukraine a new IAI Working Paper analyses the impact of the Russia-Ukraine conflict on the South Caucasus while critically assessing the EU’s Eastern Partnership initiative. With trust in the West shaken by events in Ukraine, Amanda Paul argues against the one-size-fits-all approach in the South Caucasus calling instead for a differentiated EU policy for Armenia, Azerbaijan and Georgia that recognizes the increasingly diverging strategic interests of these countries.
