Beyond the Civilian Compact: Why we need to talk about civilian capabilities

The Civilian Compact – a milestone document in the implementation of the EU Global Strategy – marks a notable shift in the scope and ambition of EU civilian crisis response. Yet, for the EU to match the scope and ambition of the Civilian Compact with capabilities requires a considerable investment by the member states and the EU institutions. This needs to go beyond the recently revised Civilian Capability Development Plan.
