EU, Expanding labour migration

The European Commission’s recently published “New Pact on Migration and Asylum” calls on EU member states to increase legal labour migration pathways, including for lower-skilled workers. A new policy of low-skilled labour migration in the EU? Covid-19 and the need for more effective cooperation on migration with non-EU countries may change some fundamental policy dynamics.
