Consultant for several international organizations and institutions, such as: World Bank, European Commission, Organization for Economic Co-operation and Development (OECD), Comisión Económica para America Latina (CEPAL). Is member of the Board of Directors ISTAT and Scientific Director of ‘Using State of the Art Models and Tools for the Assessment of ICT Impacts on Growth and Competitiveness in a Low Carbon Economy' (2009).
Author of 24 books and more than 130 articles focused on the topics of international trade and trade policy, technological change, European economic integration, international political economy.
He studied at both Oxford and Harvard Universities, and was visiting professor at several universities, such as: University of Califonia, Berkeley, ULB (Brussels), University of Complutense (Madrid), Natolin College (Warsaw).
